Clicking and dragging to create hierarchies does NOT make Lightroom offer that hierarchical keyword when I try to add keywords to a new photo (even after re-starting Lightroom). For example, I dragged “Morning glories” into the existing “Flowers < Flora" but when I try to label a new flower "Morning glories" or when I checked photos that were already labeled "Morning glories", I see "Flowers < Flora, Morning glories" not "Morning glories < Flowers < Flora". I have thousands of botanical photos already key-worded and am trying to work around the bug that prevents me from scrolling past the letter "E" in my keyword list by creating hierarchies to reduce list length. Thanks for any help!

Right, if you had applied the Animasl tag to some photos and the Animals tag to other photos, and you wanted all photos tagged with just Animals. If you only had the Animasl tag, then you could just right-click that keyword and choose Edit from the contextual menu and correct the spelling.

Click on the Keyword
Click Ctrl (Cmd) A to Select all photos
Drag photos to new Keyword
Then delete old key word.

I would pay for an add-on of some kind which would give me a better way of managing my keywords in LR. Something which maintained the keyword integrity within LR but which stood outside it such that I could move keywords around without the terrible LR interface.

You could, but you’d still have to manually transfer the tags from the old list (which would still be present) to the new list. Importing a new keyword list does not automatically transfer tagged photos from the existing list to the new list.

Why not export the current keyword list, edit it in e.g. Excel, then reimport it.

You can create and edit a keyword list outside of Lightroom and import it into Lightroom, but it will just append to the existing list. So, yes you could do that, but then you’d have to go through the steps outlined above to transfer keyword assignment from your old list to the new list. No easy out.
